an idealistic program or a requirement?

When I hear the word Management Trainee Program, then the sooner we will think about a career training program of the highway. Not a toll road that can be insured, but the point is, people who participate in this program are people - people who deliberately prepared choice to quickly achieve the leadership position in the company concerned. Is it really so? and how these programs influence the outcome expected by the company?
